**Headline:** Government to Discuss Potential Relief Measures for Troubled Vodafone Idea

Vodafone Idea, a struggling telecom operator, awaits a crucial decision regarding additional financial relief, which will be made after consultations with Prime Minister Narendra Modi, the Union Cabinet, and the finance ministry. Chandra Sekhar Pemmasani, the Minister of State for Communications, stated that due to the substantial amount involved, any decision on relief would be a collective one. Currently, there are no immediate plans for assistance, as the government has already converted a significant portion of the company’s debt into equity. The government holds a 49% stake in Vodafone Idea, which has warned it may not survive beyond the current financial year.

Recently, it was reported that the Department of Telecommunications (DoT) proposed several relief options to the Prime Minister’s Office (PMO) last month. These options include a two-year extension on the moratorium for statutory dues, reduced annual payments, and waivers on penalties related to adjusted gross revenue (AGR) payments. The PMO will ultimately decide on the implementation of any relief measures.

When asked about ongoing discussions between the DoT and the PMO regarding Vodafone Idea’s situation, the minister indicated that there were no known discussions at this time. Vodafone Idea currently owes approximately ₹83,400 crore in AGR dues, with annual payments of ₹18,000 crore set to begin next March. The company has expressed concerns that banks are hesitant to provide further loans due to its substantial debts, stating it may not last beyond a year without additional funding. Overall, Vodafone Idea’s total liabilities to the government, including penalties and interest, amount to around ₹2 trillion.

In a related development, Vodafone Idea held its 30th Annual General Meeting (AGM) on Monday, where it was noted that Kumar Mangalam Birla, chairman of the Aditya Birla Group, was unable to attend due to prior commitments.

In discussions about satellite internet services in India, the minister mentioned that pricing for satellite spectrum is currently under review. Regarding requests from companies like OneWeb to serve international customers from Indian satellite gateways, the minister clarified that existing licenses are limited to domestic operations only. On May 9, the Telecom Regulatory Authority of India (Trai) recommended that satellite communication companies, including Starlink and Jio Satellite, pay 4% of their adjusted gross revenue as spectrum charges to the government, although a decision on these recommendations is still pending.

Telecom operators have raised concerns that satellite internet services could impact their market share, labeling Trai’s spectrum pricing as “unjustifiably low.”
