Five members of the Zila Panchayat, who were supported by Congress, were abducted close to a polling booth in the Nainital area.

**Terror Strikes Nainital: Elected Officials Kidnapped During Elections**

In a shocking incident that has sent shockwaves through Uttarakhand’s hill town of Nainital, five elected Zila Panchayat members were reportedly kidnapped in broad daylight on Friday. The abduction occurred just a kilometer from the High Court, outside a polling booth during the District Panchayat President election, raising serious concerns about the law-and-order situation in the region.

The kidnapping unfolded on Mall Road, in full view of the public, igniting outrage among citizens and political leaders alike. Yashpal Arya, the Congress leader of the opposition, accused BJP workers of attempting to influence the election through the forcible abduction of members. In response to the alarming situation, Arya approached the High Court, which took immediate action.

A division bench comprising Chief Justice G. Narendra and Justice Alok Mehra issued stringent orders to ensure a fair election process. They directed that all ten candidates be escorted to the polling booth under police protection. Additionally, the court instructed the District Magistrate (DM) and Senior Superintendent of Police (SSP) to review CCTV footage and present the abducted members in court by 4:30 PM. However, the members were not produced as ordered.

During the proceedings, the petitioner presented two videos that captured the kidnappings—one showing a member being forcibly taken away while an armed policeman looked on, and another depicting three others being abducted. Families of the kidnapped officials claimed that police had refused to register their complaints, further escalating tensions.

Expressing frustration, Chief Justice Narendra questioned the state of law enforcement, stating, “What is all this happening in this state? We have serious suspicion that the police is in cahoots with some elements, and the SSP is also involved.” The court held both the district and police administration “personally responsible” for the incident.

Joining the hearing virtually, DM Vandana Singh stated that she had anticipated potential law-and-order issues and had ordered increased security and surveillance around polling stations. She insisted that the administration had no involvement in the incident and was actively working to locate the missing members, adding, “We can recommend re-polling to the Election Commission if necessary.” The court accepted this proposal.

In a decisive move, the bench ordered immediate action against the involved policemen and directed that the videos and a copy of its order be submitted to the DM and SSP. All affidavits related to the case were to be preserved in court custody. The hearing is set to continue on August 18, with the High Court expected to review the administration’s compliance and the status of the abducted members.
