Karnataka’s Chief Minister Siddaramaiah announced a new Socio-Economic and Educational Survey set to take place from September 22 to October 7. This initiative comes in response to the inadequacies of the caste census conducted in 2015, which the government did not recognize. With a decade having passed since the last survey, the Chief Minister emphasized the necessity of this new assessment to reflect the current societal realities.

During a press conference, Siddaramaiah highlighted the diversity and inequality present in the state, stating, “The Constitution mandates equality for all, and social justice must be achieved.” He underscored that the survey is a vital step toward addressing disparities and strengthening the foundations of democracy.

The Karnataka State Commission for Backward Classes will oversee the survey, which aims to encompass nearly 7 crore residents across 2 crore households. Each household will receive a Unique Household ID sticker, with 1.55 crore stickers already distributed. A comprehensive questionnaire featuring 60 questions will gather information on the social, economic, political, and educational status of families.

To facilitate the survey, 1.85 lakh government teachers will be engaged during the Dasara vacation, each receiving an honorarium of up to Rs 20,000, totaling an allocation of Rs 325 crores for teacher remuneration. The overall budget for the survey is set at Rs 420 crores, a significant increase from the Rs 165 crores spent on the previous caste census.

Technological measures will enhance the accuracy of the survey. Households will be geo-tagged using electricity meter numbers, and details from ration cards and Aadhaar will be linked to mobile numbers. For individuals hesitant to disclose caste information, alternative options will be available, including a dedicated helpline (8050770004) and online submissions.

Siddaramaiah urged citizens to actively participate in the survey, stating, “I humbly request every citizen to engage in this survey and answer all questions truthfully. Asha Karyakartas will visit homes in advance to assist with the application form.” The Commission, led by Madhusudan Naik, is committed to conducting the survey in a scientific and inclusive manner, with the final report expected by December 2025.

The Chief Minister concluded by addressing the ongoing issue of inequality, asserting, “Even decades after independence, disparities remain. To strengthen our democracy, we must eliminate these inequalities. This survey will provide essential data for designing effective welfare programs for all.”
