The decision follows a successful model previously adopted by the Kolkata Municipal Corporation.

Sujoy Chakraborty, the Chief Municipal Administrator of Howrah, announced the new regulations, highlighting the primary objective of fostering a more organized and responsible pet-owning community. “This new rule will initially apply to owners of foreign and mixed-breed dogs,” he stated, adding that there are plans to eventually extend the licensing requirement to include other pets, such as exotic birds.

Officials emphasize that the licensing system serves as a crucial public health safeguard, requiring a current anti-rabies vaccination certificate for each dog. Rabies remains a significant threat, and this measure will enable the HMC to effectively monitor and control the disease, which poses risks to both humans and animals.

To obtain a license, residents must apply online through the civic body’s official portal. The application process is designed to be straightforward, requiring the owner’s Aadhaar card and the dog’s up-to-date vaccination certificate, particularly focusing on the anti-rabies shot. The annual fee for the license is a nominal Rs 150, and it must be renewed each year. Chakraborty noted that the corporation will prioritize educating non-compliant owners before taking further action.

The decision has garnered support from some community members, while others have expressed concerns. Rupinder Singh Parmar, a local dog lover and activist, praised the initiative, stating, “This is a welcome step from the Howrah Municipal Corporation. However, it is essential that these rules are properly enforced, and the government remains vigilant.” Conversely, Piyali Ghosh, a Shih Tzu owner, acknowledged the positive intent but raised a practical concern: “The move is encouraging, but I wonder if a dog license truly aids in the search for a lost pet.”

A public awareness campaign is expected to be launched soon to inform residents about the new regulations and the benefits of the licensing system.
