A probe committee, which included the ADM (Judicial), SDM (Sadar), and ACP, revealed that Dubey facilitated transactions on two disputed plots in Singhpur Kathar and Rampur Bhimsen. Notably, one of these plots was sold to RNG Infra, a private company, which ultimately led to the exposure of the entire operation.

The investigation began with a case registered at the Kotwali police station in March 2025, followed by a departmental inquiry that identified four major charges against Dubey. During a personal hearing in August, the inquiry officer confirmed that Dubey had been involved in unauthorized land deals for years, violating civil service conduct rules.

The Assistant Inspector General (Registration) later reported that properties valued at over Rs 50 crore were traced to Dubey, his wife, and children across Kanpur, Delhi, and Noida, with officials suspecting the actual value could be much higher. Local residents alleged that Dubey had insider information regarding the upcoming Ring Road project, leading him to acquire nearly 56 properties in Dul village and nearby areas before a surge in land prices.

The District Magistrate of Kanpur emphasized that the manipulation of land records undermines public trust, necessitating strict action against such misconduct.
