The Haryana government’s decision followed a meeting of the UPSC empanelment committee, which presented a panel of three IPS officers for the DGP position. This panel included Shatrujeet Kapur (1990 batch), Ajay Singhal (1992 batch), and Alok Mittal (1993 batch). The state government had previously submitted a list of five IPS officers to the UPSC, which included Kapur, Singhal, Mittal, Sanjeev Kumar Jain (1991 batch), and A S Chawla (1993 batch).

Singhal’s appointment comes after Singh was given the additional charge of DGP on October 14, following Shatrujeet Kapur’s leave amid political scrutiny related to the alleged suicide of fellow IPS officer Y Puran Kumar. On December 14, Singh was appointed as the officiating DGP after relieving Kapur of his duties.
