Switzerland’s top arms procurement official is advocating for increased collaboration with European nations as global demand for military equipment escalates and the country’s defense industry faces challenges. He highlighted that the cost of artillery ammunition has surged fourfold over the past three years, with delivery times extending to five or six years.

Switzerland’s predicament is partly a result of the post-Cold War peace dividend, which allowed the neutral country—surrounded predominantly by NATO members—to allocate less than 1% of its GDP to defense. Additionally, its neutral stance has led to stringent export regulations on arms, preventing the shipment of Swiss-made weapons to Ukraine. “We are experiencing the repercussions of over 30 years of peace dividend,” Loher remarked. “Switzerland has incurred significant collateral damage from the blocked re-export requests of weapons to Ukraine, resulting in a loss of trust from our European partners that will take time to mend.”

For years, the Swiss military and government agencies have been grappling with outdated weapon systems, particularly in air defense, and have faced delays in purchasing programs, including those for Israeli drones. Currently, Swiss air defense systems can only cover 8% of the country, or four of its ten largest urban areas, according to Loher.

Recently, the lower house of parliament approved 1.7 billion Swiss francs (approximately $2.1 billion) for procurement projects but rejected an additional request for 1 billion francs for anti-aircraft ammunition. New Defense Minister Martin Pfister indicated that there is “currently no financial scope” to increase the army’s budget. Meanwhile, NATO member states have initiated the most significant military expansion since the Cold War, with plans to enhance spending at an upcoming summit, including a fivefold increase in ground-based air defense capabilities.

The challenge of securing reliable arms supplies is compounded by Switzerland’s neutral position, particularly as the country has blocked arms deliveries to Ukraine, impacting its defense industry and relationships with European partners.
